There's a few tips I can give you but I can't guarantee anything.
1. Advertise.
Spead the word. Put the link in your sig in EVERY forum you join and put in big bold letters the name of the forum and a little message, something like " MARIO FANS, ENTER THE ULTIMATE MARIO FORUM" or something like that. You need to make it good so it will attract people.
2. Use the PM system to your advantage.
Send a PM to a bunch of members in forums providing them with the link and ask them to check out the site and join if they like it.
3. The Look of the Site.
The site should be attractive. You don't have a problem with that because you have chosen awesome colours that go with the Mario games but, for example, the shoutbox should be at the bottom of the page and stretched out so it goes across the screen more. That way it wont stretch the screen down so much. It's very annoying where it is right now because to get to the forum topics, you have to scroll half way down the page.
